PEBBLE HILLS PLACE

Pebble Hills Place will be a new construction, mid-rise affordable housing community with 70 residences in El Paso, Texas, serving low-income seniors. Residents will have access to a variety of amenities, including a fitness center, interactive library, club room, communal laundry, case management offices, and on-site management. 

Pebble Hills Place is expected to close financing and begin construction in Q1 2026, with the first units anticipated to be placed in service by Q2 2027. The development team submitted a 9% LIHTC application to the Texas Department of Housing and Community Affairs under the 2025 funding round. The recommended 9% annual LIHTC award is $2,000,000, contributing to the total estimated development cost of $20.9MM. The estimated construction loan is approximately $11.2MM.
